Paul advises clients on commercial, technology, competition, regulatory and consumer protection issues, as well as being an expert plain English drafter of commercial contracts and customer terms. His work encompasses the entire range of a product lifecycle from concept to manufacture to promotion to sale to repair and recall. Clients value his commercial hands-on approach, clear communication style, quick turnaround and genuine interest in them and their businesses.
He has significant experience working with regulators such as the Australian Competition and Consumer Commission (ACCC) and state fair trading bodies, and has taken reviews of regulatory decisions to the Australian Competition Tribunal. He was previously in-house counsel at Telstra before joining McCullough Robertson.
Paul is known for focusing on clarity and simplicity in expressing advice and drafting contracts. He writes in a way that is clear without oversimplifying. Rather than rehashing problems or throwing up road blocks, Paul presents solutions and gives advice in its commercial context.
He has advised clients in the telecommunications, electricity and other regulated industries on regulatory, access and contractual matters. Paul has advised extensively on competition issues, including merger clearances and authorisations. He assists clients with all legal aspects of sales and marketing, including consumer protection obligations and product safety.
Paul’s experience also includes dealings with the Australian Communications and Media Authority (ACMA), Communications Alliance and Telecommunications Industry Ombudsman, as well as lobbying on behalf of telecommunications carriers with ACMA and the Department of Broadband, Communications and the Digital Economy.

Paul played a major role in writing Telstra’s new Telstra Wholesale Agreement, including drafting more than 80 product schedules and then acting in major negotiations with wholesale customers to move to the new agreement.

Acquisition of Blue Ribbon Rice by SunRice. Paul successfully acted for the seller in ACCC merger clearance review, obtaining clearance in a difficult environment.
Successfully obtained ACCC authorisation of an RACQ warranty repair program where independent motor repairers, who are members of RACQ’s preferred providers program, would honour each other’s repair warranties for RACQ members and charge each other a set amount for the repairs.
Advised one of the world’s largest resource companies on allegations of involvement in cartel conduct from the ACCC.

Advised on requirements for operating an online store based overseas for Australian customers, including statutory consumer guarantees and product safety requirements.
Advised major franchise operators on the impact of the unfair contract terms legislation on their franchise agreements with small business franchisees, and prepared appropriate changes to the franchise agreements to remove unfair terms.
